I'm creating a lot of links and I need to index them.

You are going to say to create T2 links for the backlinks, but I don't want to leave some footprints, because my links are harder to get and easy to create, and that would be like doing the hard work for my competitors.

The best indexer is indexmenow[.]com but too expensive $1 per link.

I also like SinByte but the problem is that they do not refund credits if link does not index.

I've heard some good news of PrimeIndexer but the problem is that they do not credits back if the link does not index.

Any recommendation?

speedyindex still refunds credits for unindexed links and pricing's way cheaper than indexmenow

Rapid URL Indexer. It‘s much cheaper and refunds credits if indexing fails, though I also prefer IndexMeNow because it tells the exact reason why it failed.

Check out Indexsor. They were the first in the SEO market to introduce the "Pay Only for Indexed" policy. Everyone else is just copying them.

but in real life, no indexer is compltely consistent enough to rely on refunds alone. I would employ 2-3 indexer and calculate the indexing rate with gsc. the one who deides whether something needs to be indexed is google itself.

Did you tried omegaindexer? if you not you may try with little credit.
If the link is not indexed they refunds the credit.
