I'm looking for a cheap PBN provider with thousands of sites.

Thousands of sites cheap is usually where people get burned tbh. You're not really buying a private network at that point. What you're doing instead is renting a slot in someone's shared farm that's probably already on Google's radar because 200 other clients are blasting the same anchors through it.
Seen this go wrong too many times. The links work for maybe 3-4 months then either deindex quietly or trigger a manual penalty that takes forever to recover from.
What's the niche? Might be better options depending on what you're trying to rank

Steer clear of cheap, carbon-intensive linking programs they attract the attention of detection tools and tend to be deindexed anyway. when it comes to large-scale linking efforts, opt for high-quality context-based links, as well as alternative linking method.
 
Be careful with "cheap" and "thousands of sites" in the same package. Most large networks vary a lot in quality, so I'd ask for sample domains before committing.

In light of budgetary constraints, mass linking does not usually prove to be very effectiv. rather, it is usually better to have only a few good quality links than hundred of poor-quality link.

Agree! Mass linkings might ruin your authority as well. Quality always outdoes quantity.
