I'm looking to host a few projects that involve user-submitted content and media files, and I really need protection from takedown notices, especially from aggressive DMCA complaints coming from the US. I've read that DMCA Ignored VPS is a good solution for this, but it feels like the whole topic is still kind of vague or controversial depending on where you’re looking.


❓ My Questions:​


  • Is DMCA Ignored VPS still a reliable and practical option in 2025?
  • Which countries are actually good for this now? (Heard about the Netherlands, Russia, Cyprus… any thoughts?)
  • How much protection do you really get? Like, if someone files a copyright claim, does the host completely ignore it or just delay response?
  • Are there any hosts you guys trust? A lot of them claim "DMCA ignored", but they fold as soon as they get a single complaint.

I came across QloudHost, and they seem to specialize in 100% DMCA Ignored Hosting — even their DMCA Ignored VPS plans are advertised as offshore, private, and really no-questions-asked. They’re hosted out of the Netherlands and Cyprus (which is a plus), and I liked the fact that they also offer adult hosting and offshore streaming servers — clearly not scared of content that pushes boundaries.


But I still want some honest reviews. Has anyone here used QloudHost or similar DMCA Ignored VPS providers? How was your experience in terms of uptime, support, and, most importantly, how they actually handled DMCA complaints?

If the hosting provider claims to ignore DMCA, it has already selected appropriate locations. However, we can specifically mention countries such as Russia, Ukraine, Moldova, and Panama.

How much protection do you really get? Like, if someone files a copyright claim, does the host completely ignore it or just delay response?

A truly bulletproof host will either ignore the complaint or require a local court order before taking action. Due to the DMCA, obtaining a local court order in an offshore location is quite difficult, even sometimes impossible. Therefore, we can say that the DMCA can be completely ignored.

Are there any hosts you guys trust? A lot of them claim "DMCA ignored", but they fold as soon as they get a single complaint.

Yeah, I used DMCA ignored VPS before. Netherlands is solid for user upload, they mostly just forward notices but dont force takedowns. Russia is more hardcore, but risky politically. Cyprus is OK but depends on the datacenter. Havent tried QloudHost myself but heard they legit for adult and streaming.

This thread is more shilling than informative. He is just promoting Qloud.

Netherlands is not safe anymore like before, still working but is under high pressure and if they want they can seize your website and servers easily. Netherlands is under watch Anti-Piracy groups and organizations.

Still a good to go, but I should say the best country are those outside EU and inside EU Bulgaria and Switzerland remains more resistant.

Still relatively new here but I’ve tested a few setups over the past year for media-heavy content where takedowns are a real concern.

From what I’ve seen, the country matters less now than how the provider actually handles abuse internally. Some hosts advertise as DMCA-ignored, but forward complaints the second a notice is “properly formatted.” Others delay or bury notices, but will fold under pressure once legal firms get involved.

In practice:
- Netherlands: decent uptime, low latency, but pressure from anti-piracy NGOs makes them fold faster than expected.
- Moldova/Ukraine: more tolerant, but quality and stability vary a lot depending on the datacenter and upstream.
- Switzerland: solid if you want resilience, but not always affordable.
- Bulletproof hosts: some are fine at first, but you’re 100% on your own if something escalates.

The key is testing with low-risk content first, and monitoring how support responds *before* you go live with anything sensitive. A lot of hosts claim “no questions asked,” but change tone fast if the complaint is legit and detailed.

I’m still looking for a provider that combines real uptime, strong internal filtering, and no instant forwarding to upstream providers. If anyone here found that balance, definitely curious to hear more.

Quite hard, since many organizations or bad evil people send directly the abuse to Upstream, so you don't have any chances to know that and prevent that.

Remember all depends on the content.

All of these here are great providers and well known for keep websites online.

Russia = Works everything fine, avoid talking about politicals and you are good to go. The main issue is payment methods, still good.

Italy = Nope, never host in it. There is Anti-Piracy Shield who are doing sh*t, including blocking legit and safe websites with Cloudflare

Appreciate the list, some names I hadn’t heard in a while. You’re right about upstream forwarding it’s the biggest blind spot. Even hosts that claim “DMCA ignored” still relay abuse silently. I’ve had better luck when the provider owns their infra or has close control over upstream. Will look into Private Layer and KoDDoS, haven’t tested those yet. If you’ve had consistent uptime with any of them under pressure, would be good to know.

i tried a “dmca ignored” vps a while back (not qloudhost tho) and yeah… as soon as a takedown came in, they suspended my vps. so not all of them walk the talk.

netherlands used to be chill, but i feel like even there things are tightening up. might depend on how loud the content is.

I have a movie/tv series streaming website and I used to use alexhost, they suspended my account without any warning a couple years ago. It also says in their acceptable usage policy page that they prohibit
any activity that may lead to IP blacklisting (SpamHaus, StopForumSpam, SpamCop, Blocklist, anti-virus databases and any other blacklists).

I've seen people mention alexhost on BHW many times when it comes to DMCA ignoring hosts but I don't understand how people still keep recommending Alexhost. I know that they are not trustworthy.
 
Some years ago i used abelohost to host a site of a client that was taken down by a microsoft lawsuit, and never had problems anymore with that. Ms kept trying to contact the site owner directly, but since they coudn't find them they gave up of everything in the end, and the site kept online for years. I think it's still online today lol
