When you compare it with alternatives, it's still the best one. Many may argue it's not what it used to be, but that is a part of evolution. Things change.
But I heard that these days there's a lot of spam happening on BHW. Is that true?

There was daily spam happening when I first joined in 2018.
This isn't SEO World, it's Blackhat World. Can you really blame people for attempting to use the BH methods they learned here?
To answer your question, it's still the best public marketing forum I know of. While the tone may have shifted slightly, the value certainly hasn't.
