I found this Apexindexer tool, I haven't used it yet for any clients but I did some tests on it with my own backlinks and domains and 80% got indexed on google in 5-10 mins ratio.
 
nobody can really promise 2-5 min indexing, thats more marketing than reality. the tool submits instantly but google still decides on its own clock. omega and indexmenow are the ones i keep coming back to for the price, indexmenow tends to stick better but costs a bit more.

if you actually need stuff fast just push the money pages through search console manually, ive had urls show up in like 10-15 min that way. for bulk backlinks honestly just accept its gonna take a day or two.

whatever you pick run a small batch first and check the real index ratio after 72h, the % they advertise and what you actually get are usually not the same thing

I used ralfyindex service cheap and best but make sure don't use noindex pages you can check in source file.
