Depend if are quality ones or not as most are low value ..... but if the quality are good and have real traffic then no issue you can get them unlimited

For me it would be a slow and steady approach. I dont run SEO myself but my friend with an agency usually starts new sites with 10-20 high quality backlinks per month in the beginning. Then slowly ramps it up as the domain gets more authority.

I don't think there's fixed safe number of backlinks per month.for a new site, I prefer to begin with 10 to 30 solid relevant links and gradual increase of the site.
Focus on link quality, relevance and referring domain diversity then hitting specific monthly number. I'd rather build 30 quality link than 300 spammy or random ones
