for those sites that have low DR scores, using a technique will not work because the website does not have the power to create high ranking and sharable content on its own. niching down and creating contextual link from these niches is far more effective.

Interesting point i have noticed personalized outreach and building real connections seem to get better results than relying on one technique alone
