How to find the right affiliates for a VPN affiliate program? Looking for advice

Hey everyone,
I'm relatively new to VPN affiliate marketing and trying to figure out the best channels to grow affiliate program.

So far I've tried direct outreach - Telegram, Instagram, YouTube, TikTok. Reached out to creators and channel owners, but honestly it didn't work well. Some agreed to join but never actually started, others lost interest pretty quickly after small try. Feels like I'm not reaching the right audience.

Now I'm looking for new approaches and that's what brought me here.

Would really appreciate any advice - what channels or methods actually work for recruiting affiliates in the VPN niche? Open to any ideas.
