Everyone here is right that the creative carries most of the weight, but one thing I'd add... clicks on pinterest are cheap and kinda deceptive. A bright pin will get you the click but if your landing page doesnt match the vibe of the pin the traffic just bounces. @digueme touched on this. The saves are honestly the signal I watch more than clicks, if people are saving it the system tends to push it wider on its own.
Also agree with @EchoingEpitaph on not changing everything at once. Lock the audience, run 4-5 creatives, let it breathe for a bit before you judge anything. Pinterest is slow to optimize compared to meta so people kill winners too early imo.
