Yes, I've also heard this but I have a feeling that most of the agencies looking for accounts or databases like that are afraid of them being acquired 'illegally' even though literally all of the data on them is public data
I'm confused, are you interested in a database like this or are you looking for database promotion channels?

Thanks for the suggestion, though im curious as to where such database marketplaces could be found. The ones I have seen are private ones and they are extremely overpriced.

So, I'm guessing that my best marketing avenue channels would be to reach out to relevant audience networks myself e.g. I reach out to real-estate pages offer other real-estate account databases.
It's a question of scale. Are you able to scrape, filter, and niche 500 000+ accounts?
