If you need to find client in your targeted niche go to freelancing platform like Upwork, Fiverr etc. For the new person go to fiverr and make a eye catching gigs and its free.

Yes of course but there are too many scammers on Discord, you need to be careful, just don't trust anyone without ref.

Been using Discord for a very specific niche for the last two years. So yeah, it’s very useful when you’re in the right servers.
 
Yes, Discord is still a great platform for finding clients. The key is to find good free servers or even paid subscriptions to relevant servers where you can look for clients
