It's actually a mix of both; If a backlink is from a highly authoritative, relevant, website it gets you a "vote of confidence*. Traffic can also follow a backlink but generally it is too low.

For SMM panels I’d chase referral traffic first. A link on a forum or YouTube video where buyers already hang out is worth way more than some random DR70 link nobody clicks, then build SEO slowly on the side.
