You don’t “upgrade” a small BM into a BM2500 — what matters is building spend history, clean billing, compliant ads, and low risk signals, and Meta naturally increases account limits and trust over time.

BM2500 is real but you have to warm your BM slowly until it can become BM2500. In order to get an account like that you'd have to increase facebook's trust on your BM by consistent large spending. Also 1 important thing is that this account is earned by facebook and you can't typically "create" it.

Regarding how it's implemented, I can only offer my personal opinion.
A regular BM account, if you create ad accounts and follow the rules to advertise white-hat products, can be upgraded to BM5, meaning you can create a maximum of 5 ad accounts with no spending limits.
If you want to increase it further, you need to contact Meta customer service through live support, telling them that you're running out of accounts and requesting manual expansion.
If they agree, they will upgrade you to BM25 or BM50.
For general business use, this should be sufficient.
If you want to continue increasing, you can contact customer service to see if you've reached the limit for these accounts and if they can add more.

yes BM 2500 is real, it needs a long time to scale from small BM to BM2500. Anyway, don't consider it too sublime, you can still use other types of BMs, as long as it's suitable for your product. some BM2500 is not good as many people think.

That's true, but BM2500 accounts aren't immune to detection. The advantage of BM2500 is that it's much more advantageous when scaling budgets. For the same campaign, running multiple accounts will inevitably result in one account being cheaper, and we'll allocate more budget to that account.
