If 28 out of 30 sites went down on the same date, I’d lean toward a network wide algorithmic devaluation rather than a human imposed penalty. Try not to keep measuring yourself against spam-ish pages that still rank, instead stare at what the 28 sites share, like shared backlinks? hosting same provider, ownership footprints, recurring templates, or maybe consistent SEO patterns, I guess. Then do a quick contrast with the 2 sites that stayed standing. If recovery did not show up after a month, that usually means it is not just a momentary dip. So doing a complete audit is more useful than waiting around.
