What can be the major reason Google is not indexing pages on a website?

@MajestySEO thanks. As an aside to your point about external links, I’ve noticed that even a simple tier-2 link or indexing a tier-1 property pointing to that page wakes up Googlebot immediately. Google is apparently saving crawl budget for 2026 so internal linking says to them “it’s structurally important” and your external link trick tells them “the web cares about it.'Perfect combination.
 
I have been working on a website for the last few months and noticed something amazing. There are no indexing errors in Google Search Console, the pages are crawlable, robots.txt looks fine, and the sitemap has already been submitted.

The content is unique and the pages technically correct, but Google still refuses to index that pages.

Has anyone experienced this situation where everything looked fine from a technical SEO perspective, but Google still didn't index the pages? What were the actual reasons behind it, and how did you fix it?
The answer is that no, because I have faced such a problem before. If you do everything correctly from a technical standpoint when it comes to your SEO but your page is not being indexed, then the reason lies within the page itself since there is nothing worthwhile for Google to index.

And the best thing about my experience is that normally solving such problems is done through internal linking, creating unique content, and getting backlinks.
 
Maybe the problem is the intent. Sometimes Google sees the page, but the title or main heading does not really match the answer inside the content, so it has no reason to index it.
I had this on my car blog: the page looked normal, but Google did not want to index it. After I changed the heading a little so it matched the real answer on the page more clearly, it was indexed quite fast.
If the page looks too perfect from a technical SEO side but feels like a template, it can work against you. I would try making the intent clearer and the content more natural and unique.
Internal links from stronger pages can help. Google will see the structure and connection between your pages, and in modern SEO this is a pretty important signal.
