In my opinion niche selection comes first with content coming second. Niche selection is usually done first because you need to complete the profile of your "ideal customer". Different people age wise for example will consume different content.

absolutely wrong niche comes to second always no matter the field is
 
I'd say niche selection comes first. Content quality matters, but it's much easier to grow when there's already strong demand in the niche.
