yes. The easy way is joinning a group of your city then adding friend
If you don't really need a fully automated setup, just do it manually. Search for FB groups related to your city (avoid dating groups though, they're full of affiliate marketers and spammers). Just jump into the comment sections and start adding active people from there. Once you add enough of them, the algorithm will kick in and you'll naturally start getting "friends of friends" requests from that same area.
If so, you should manually find friends and filter those in the city you want to add as friends.
You could join city based groups in your city and only add friends through there.
