For sites giving free accounts or trials, ad networks that are generally tolerant and won’t ban quickly include PropellerAds, AdMaven, PopCash, RevenueHits, HilltopAds, and ExoClick.

AdSense is out of the question for this. Look into popunder networks or CPA offers, they convert way better for free accounts.
 
If your traffic is content focused. Media.net is another option, it usually works better with english speaking traffic.
 
Depends on what type of accounts you offer. Some networks are strict, so check their content policies first.
 
I think the main issue with these sites is not traffic but compliance. Make sure the content is clear and transparent, then test networks that are comfortable with your niche instead of chasing only high payouts.
