Needs help to verify a Google Local Service Ads

We are looking for someone who can help verify a Google Local Service Ads account for a painting company in the United States. The account will need to be approved for painting services.
This will need to be a blackhat method as we do not have any of the required documents (painting license C33) needed for a regular LSA Approval.
We have funds to obtain these documents if necessary.
