Why does google spend full budget but not bring enough clicks?

As far as i know, increased competition drives bid prices higher. Additionally, if the keyword is too broad or the Quality Score is low, Google will spend more money per click, but the number of clicks won't increase significantly.

My daily budget gets used almost fully but clicks are much lower than expected. CPC also keeps fluctuating a lot even without changing campaign settings.

Probably this few things could be causing it:

  • CPC fluctuates based on auction competition, which can change daily even if you don't touch the campaign.
  • If competitors increase bids, your CPC may rise and you'll get fewer clicks from the same budget.
  • Search demand can also vary by day, affecting both impressions and clicks.
  • Check your Search Impression Share and Auction Insights reports to see if competition has increased.

I'd focus on trends over the last 2–4 weeks rather than day-to-day fluctuations.
