Best Ad Network for Mod APK Website? (No AdSense/Monetag/Adsterra)

Hey guys,

I’m running a mod APK download website and most of my traffic is from tier 3 countries (India, Bangladesh, Indonesia, Pakistan, etc).

I dont want to use AdSense or Monetag (monetag suspended my account for not getting tier 1 traffic), so looking for alternatives that actually work with this type of traffic.

My main goals:

Good CPM for tier 3 traffic
High fill rate
Stable earnings (no sudden drops)

Would really appreciate if you can share:

Which network is performing best for tier 3 right now?
Average CPM/RPM you’re getting

If you allow adult ads you can try AdStuff or maybe Hilltop? I believe they also do mainstream but I don’t have good experience with mainstream with them. Adult is really good.

For a modapk website & tier 3 country traffic, Ad sense performs better than others. But I have a good experience with Galaksion ads, as it can sync better with mod apk & tier 3 criteria

Adsense does approve mod apk sites, as I have been working on mod apk with Ad sense as well as Galaksion Ads. There is a loophole for Ad sense, which allows the approval of Ad sense.

Ad networks are not going to pay higher rates for tier 3 countries, reason is simple, no advertiser going to pay higher rates for tier 3 countries. Dont waste your time. Better option is affiliate networks, evaluate your traffic stats, choose offers based on it. Tier 3 countries are more into making money, no matter what the source, so try to run some offers from that segment and they also love free stuff.

for tier 3 traffic, networks like propellerAds, evadav, mybid or rOIAds usually work better than Adsterra because they support global low tier traffic and give stable fill rates with formats like push and popunder

For this type of traffic, most people see better results with CPA/push-based networks since they handle Tier 3 traffic well. Just test a couple of networks and optimize placements, as performance varies a lot by GEO and user behavior.

From my experience with download and gaming-focused sites, the performance of ad networks really depends on GEO and traffic quality rather than just the network itself.

For tier 3 traffic, push + pop networks like Monetag, PropellerAds or similar usually perform better because of higher fill rates, even if CPM looks lower at first. Adsterra can perform well on higher quality traffic, but results vary a lot depending on audience.

Hey, you’re actually in a very common setup (mod APK + Tier 3 traffic) but the mistake most people make is expecting AdSense-level RPM from Tier 3. That won’t happen. You need the right formats + stacking strategy.

Hey, for Tier 3 traffic (India, Pakistan, Bangladesh, Indonesia), Adsterra and PropellerAds usually perform best for APK/download sites.
Popunder and push ads work better than display ads for higher revenue and fill rate.
RPM is generally low (~$0.2–$1.5) depending on GEO and traffic quality.

Hey, mod apk traffic is tricky tbh
i tested admaven on similar download traffic before and overall results were actually pretty decent after optimization

also worth testing richads depending on your GEOs
some sources work way better for tier2/tier3 than others
