Yes, definitely. I have seen pages move up in rankings just from improving internal links ,even without building new backlinks. Good internal linking helps search engines understand which pages are most important and how topis are connected. It also improves crawlability and keeps users on the site longer.
 
Yes especially on larger sites. I have seen pages move up after linking them from other relevant articles that were already getting traffic. It also made it easier for visitors to discover related content so the overall site structure felt much stronger without adding any new backlinks.
