Why are accounts still reposting content after X updates targeting reposters and aggregators?

After last month's updates that were supposed to crack down on reposts, I'm still seeing a ton of accounts (like this) just copying and reposting content. Has anything actually changed? how are these guys bypassing the new rules?

Some have repost networks + also diversity of account action in a network is for one of two reasons, usually though for a specific boost purpose.

Also a lot of these pages are promoting gambling sites etc..
