I am working on a web-based skill-based gaming project and I would like to get advice from people who have experience with offshore gaming licensing, compliance, KYC/AML, or regulated gaming startup structuring.

I do not want to share detailed product information publicly at this stage, but the general category is online skill-based gaming. It is not sports betting, slots, roulette, lottery, or a casino-style RNG product.

I am a full-stack developer and I can handle the software/product side myself. I also have access to game design, 2D art, and some marketing/influencer promotion resources.

The part I am researching is the legal and compliance side. From what I have seen, even lower-cost offshore gaming jurisdictions can become very expensive once you include company setup, licensing, policies, KYC/AML, responsible gaming requirements, and operational reserve.

I contacted Anjouan, which seems to be the most affordable option in the worst case scenario for me, licensing alone costing nearly 18K€, and received a short response saying that any business where players deposit and play with the hope of gain requires a licence, and that cryptocurrency gaming is permitted if AML/KYC standards and licensing conditions are met.

I am not looking to operate anything unlicensed. I am trying to understand the most realistic and affordable legal path before moving forward, however i would still like to hear your tips on how should i operate all offshore without a license, would i face issues with deposits and withdrawals if i go for only crypto?

My questions:

1. What is the most realistic low-budget route for a regulated online skill-based gaming project?

2. Has anyone here worked with Anjouan, Tobique, Curaçao, or similar gaming jurisdictions?

3. Are there legitimate revenue-share or operator partnership models where a technical founder provides the product and marketing side, while a licensed partner handles the regulated side?

4. Is it realistic to partner with an existing licensed operator instead of applying for a licence from scratch?

5. What red flags should I watch out for when dealing with offshore gaming licensing consultants or “ready-made licence” offers?

6. What would you consider the minimum realistic budget before attempting a regulated paid launch?

I would appreciate practical advice from people who have real experience with gaming licensing, compliance, offshore company setup, KYC/AML, crypto payments, or operator partnerships.

If you go crypto-only without a license, your biggest hurdle isn't the code; it’s the hosting and the off-ramps. Mainstream providers will pull your plug the moment a regulator pings them. You'll need an offshore setup that actually ignores those compliance notices and doesn't care about the nature of your project.

For the legal side, look into a Curacao sub-license or a white-label partner. It’s cheaper than a full setup and handles the KYC/AML headache for you. Better to give up a % of revenue than to have your domain seized and wallets blacklisted right after you start scaling.

Regarding Curaçao, do you mean the old sub-license model or a current direct/white-label structure under the new LOK framework? From what I understand, the old master/sub-license system has changed significantly, so I want to avoid anything that only looks like a licence but does not actually provide a compliant setup.

A white-label or licensed operator partnership sounds more realistic to me, I would rather give up a revenue share than try to handle licensing, KYC/AML, player funds, payments and compliance from day one.

You’re thinking in the right direction by separating product development from the regulatory side early that alone saves a lot of costly mistakes later.

The old Curacao "sub-license" model is dead under the LOK 2026 framework; anyone still selling them is likely peddling paper that won't hold up in a month. Look for a B2B White-Label partner instead. They handle the license, KYC, and crypto-to-fiat rails while you just plug your game into their API.

For DD, verify their status directly on the CGCB portal and check for "Technical Substance" (physical presence) in Curacao, the new laws require it.

You need a host that explicitly ignores regulatory pings and offshore-hardened infra to stay online. It avoids the bank-level headaches, but you'll hit a ceiling when scaling marketing since top influencers won't touch unlicensed projects anymore. Stick to a white-label partner if you want to sleep at night.
