what if we use a super strong Agency account?
no luck finding someone, I just learned through trial and error. about 1-2 weeks of learning. i would say im pretty happy with my cloaking setup now and it's only getting better.

No, you should Not use Facebook cloaking in the very beginning.
First, focus on warming up your ad account and using safer creatives or prelanders. Cloaking can definitely help down the line, but as a beginner, you will usually burn through accounts quickly if your technical setup, proxies, and domains are not 100% solid.
