I engage with people but they don't get phone notifications... I tested this on my accounts, and when I engage, the other account doesn't get a notification... How to fix it, I can't grow like that.

That's called shadowban.

Just slow down your activity and don't do alot of activities for a few days and you'll be good

That usually points to notification filtering or reduced engagement signals rather than a hard “bug.” Platforms often throttle notifications if interactions look repetitive, low-quality, or come from accounts with limited history. Make sure both accounts have notifications fully enabled, avoid rapid-fire or copy-paste engagement, and focus on meaningful interactions—those are far more likely to trigger alerts and actually help your reach grow.

Yes, that's common when the platform's 'Quality Filter' is active. If you aren't followed by the person you're engaging with, your interaction is likely being moved to a hidden or 'filtered' requests tab rather than triggering a push notification.

even when quality filter is off, non-followers doesn't get push notifications
 
I think it is normal, not every interaction sends notifications. Focus on comments and real engagement instead of likes.
 
I'm still struggling with this problem... Non-followers do not get push notifications from me (they get in-app notifications, but not out-of-app)... And I don't know - should I engage more (prove that my account is quality) or stop engagement and wait for a fix... Please give me advice, good people.
 
It looks like there are too many notifications from you that it's like spamming, so the platform blocked it altogether. You should reduce your activity and improve quality of your posts and comments.
 
If possible, get a verified checkmark, even if for a few days

Also verifying a phone number will boost your reach 10x or more
