bing is super sensitive with new accounts, usually its a proxy or credit card issue. try using a real residential ip and a card that matches yourr billing address exactly or it will flag you instantly.

Based on our experience, your information has likely been flagged by the system, such as your bank card details or other personal information.
I suggest you use an anti-detection browser, and as others have suggested, use a static residential IP address. Then you need to change your identity information, including the associated bank card, phone number, email address, etc.
Of course, there's an even simpler way: using agency account, which doesn't require your own information. However, agency accounts usually need to be topped up by the agents.

Sounds like a billing or identity mismatch, make sure your card details and account info are 100% consistent. Fresh accounts with no browsing history on that browser also trigger it, use an aged profile with some Bing search history first.
There can be many reasons your account got flagged, payment/billing issues, IP problems, or if you’re running ads in a high‑risk niche. Because of that, the account can get flagged. Try using a fresh IP and fresh billing details, and if you’re running high‑risk offers, use a cloaker.

yeah I had same problem. For me, slow start worked best don’t put big spend, just small clicks first, mix real traffic, use normal websites. Also make sure account info matches card info. Don’t rush, let it run a bit before scaling.
According to me as I have created around 600 to 700 accounts and then the campaigns I would say its a game of numbers in some countries like netherlands you can get approaval rate of 5 to 6 per 100 accounts and in countries like US its really low until you have used really great content.
