I am currently maintaining a keyword ranking within the Top 3, but there is a shady SEO company sending spam links to my site’s domain. (The anchor text they are using contains their Telegram ID.) These links seem like the kind that Google would ignore anyway, but could this still cause my rankings to drop?

Also, in order to reach the #1 position, should I continue injecting links through guest posts and PBNs? I’m curious about what strategies others are using to achieve higher rankings.

Depending on the niche/topic and the sites themselves in those positions, sometimes the difference between number 1 and 2 or 3 is content and page optimization.

If you're sure from your own analysis that your page/content is spot, maybe keep up with the links.
 
Most of those spammy links get ignored by Google, so they usually don’t hurt much unless it becomes massive. Still, keep an eye on your backlink profile and disavow if it gets out of control.
For moving to #1, focus more on quality links + better content rather than just pushing more PBNs. Sometimes improving on-page and adding strong internal links gives that final boost
 
If you feel that your website is bombarded with spam bad backlinks then you can review your Google search console or use any paid backlink analyzing tool to create disavow file which you can upload and inform Google about bad backlinks. Disavowing bad backlinks is a good option to inform Google about bad backlinks.
 
Google's algorithm is like a person with mood swings. Unpredictable. Even authority sites don't maintain their rankings for a lot of pages consistently.
 
There's nothing you can do about this except strengthening your link profile so the spammy links don't affect you. I like to warm sites up before promoting them so when they start ranking, you already have some decent inbound links and your competitors can't hurt you.

Google will ignore them, so your rankings won't drop. If you're concerned, just disavow them in Search Console.

Reaching #1: Focus on quality over quantity - a few high-authority guest posts or real publications will help more than risky PBNs. Since you're already in the Top 3, strengthening content and internal links can push you to the top safely.

About the links that they've been sending you, you can always disavow them using Google search console. About guest posts I'd advise to get as many as you can; it's a whitehat technique. Using PBNs is risky and your website may get flagged so I'd say stay away from them and only rank with whitehat methods.

That happens with many Page 1 websites, and there is no way to restrict those backlinks from appearing in your BL profile! But they are just spamming their username to attract other webmasters who are looking at your Backlinks, not gonna harm!
Keep Building Guest posts and PBN, as well as optimize content (ensuring you are Better in terms of Topical Authority) than your Top3 competitors!

The telegram backlink spammers actually tend to block Googlebot from their sites - they're only interested in showing up on Ahrefs/Semrush etc. I've not seen any evidence of ranking drops directly from them appearing.
