We’re dealing with dermal filler e‑commerce where the products are intended for EU clinics/practitioners. Ads can run if there’s no Meta Pixel on the site, but the moment the Pixel gets installed and connected, the ad account gets restricted almost immediately, sometimes even before any campaigns are launched.

It feels like the domain gets auto-flagged as soon as events start firing.

Has anyone run into this before? Is there any way to run ads with tracking without triggering the restriction?

I believe your domain is restricted and that's why when the pixel is added it gets flagged immediately. Or it may because the medical industry is a sensitive subject and facebook flags your domain when it tries to "understand" it. My proposition is making a new landing page and adding the pixel there and see how it goes.

The domain name might have been flagged in red; you could try changing it. It's also quite expensive compared to the price of one account.
 
Feels like once the pixel starts firing, Meta can actually see what’s on the site and flags it right away. Don’t attach the Pixel directly to your main website. Instead, use a clean landing page, place the Pixel there, and then set it up so users click through to your main site.
