best whatsapp marketing tool?

hi. what's the best whatsapp marketing tool right now that doesn't use official whatsapp business api? i just wanna verify 10 whatsapp numbers on the tool, let the ai warm up the accounts and then start messaging.

They lead only to bans of phone numbers
API comes at a cost/message but its scalable without fear of getting banned
