I'm currently trying to run a YouTube in-feed ad and submitted a YouTube video for review, but Google Ads disapproved it.
The landing page and keywords are fine, so I believe the problem is with the video content itself.
Unfortunately, we can't change or edit the video.
Does anyone know how to resolve this issue? Any help would be appreciated!

If the video violates Google’s advertising policies, there’s really no workaround. The only solution is to edit the video and adjust the content so it can pass the review.

만약 해당 영상이 구글의 광고 정책을 위반한다면, 사실상 다른 방법은 없습니다. 유일한 해결책은 영상을 편집하고 내용을 수정하여 검토를 통과하는 것입니다.
So if someone says they can get around this issue somehow, does that mean they're a scammer?

I believe the problem is with the video content itself.
If the problem is with the video content, here are the steps that will help you:

1. Complete full verification of your YouTube channel (people on this forum can help you with this).
2. Next, make the videos unique and change their metadata (don't just upload the same video).

After these manipulations, the videos that violate Google's advertising policy will be approved and work for some time.

if the content of the video triggers youtube or went against it, re editing or uploading again won't solve it
you have to look for an expert

You can try asking Google Ads to review the video again. Sometimes their system makes mistakes, so explaining the situation could help.

If the video itself violates a policy, there’s usually not much you can do without editing it. You could try checking the exact disapproval reason in the policy center and submit an appeal, but sometimes the only fix is using a different video.

You could try reaching out to Google Ads support for more clarity on why it was disapproved and see if they can provide an exception or guidance based on the specific content.

Try resubmitting the ad with a different thumbnail or tweak the video’s metadata
Sometimes Google disapproves based on those, not the actual content.

The reason for the disapproval was 'Unreliable Claims.' In fact, we had a discrepancy between our actual advertising entity and the G2 certification, but we are now planning to align and match them correctly this time

Since YouTube is retiring Video Action for Demand Gen right now, your breakthrough is to shift to a Demand Gen campaign and toggle the "Altered or Synthetic Content" label in the video's YouTube settings to flip the AI's "vibe check" from a disapproval to a pass.

YouTube video disapprovals happen because their AI analyzes content, audio, transcript, and landing page together. Since you can't edit the video, try re-submitting with modified metadata (title, description, tags) to shift the content context. If that doesn't work, you'll need advanced cloaking that serves different video versions based on viewer risk profile.

Usually the best way is to check the exact disapproval reason in Google Ads policy details first. If the video can't be edited, you may need to appeal or submit a new version that follows the policy.
