Saw something blackhatty on Google autocomplete: a site showing up almost #1 for “Melbourne Cup.” and "Melbourne Cup odds"

Context: Melbourne cup is a national sporting event today 4/11
Later, I found a forum where clicking anywhere on the page would trigger a popup ad that opened a new tab with a Google search like:
“Melbourne cup justhorseracing”
I realised that is generating artificial searches at mass and Now that same site ranks super high for the term. Clearly this tactic is working.
Does anyone know what this is called and why Google hasn’t caught up to it yet?
