How do I find out if my competitor is building Hidden PBN?

If they're doing it right, you're not going to be able to find these with any publicly available tools.
Good old fashioned analysis of their SERPS to see if their data points don't make sense would be my suggestion.
 
Yes can check do follow backlinks in moz or ahref ... if you find a lot of backlinks comes from blogs that's mean he buy PBN backlinks
 
If they are not blocking popular backlink checkers they will show up in there. Search for homepage links specifically.

You can also try inanchor: or allinacnhor: parameters and search for naked URL used as anchor text. These are old parameters though and their functionality went down over the years.

You will probably find some with these methods.

But to really find all of them, you would need access to index of a backlink checker that is not blocked.

It is safe to always assume PBN is in play. Especially if backlink profile is empty and ranking are high.
 
Try analysing their backlink profile with Ahrefs or SEMrush. Look for unnatural patterns in link acquisition, such as rapid growth or links from domains with low DA. Also investigate the domain history using the Wayback Machine, identify any footprints like similar design or content, and check WHOIS data for inconsistencies across linking domains.
 
the clearest sign of a hidden pbn is when a site ranks high in google but has weak backlinks in seo tools compared to other sites in the serp. for example, if most domains on page one have dr 40-60, and one competitor has dr 10, that’s a red flag.

with hidden pbns, access to the backlink domains is blocked at the server level, so tools like ahrefs, semrush, and majestic won’t see those links. those crawlers are usually blocked first.

so here’s the first method: try using less popular seo tools like spyfu, mangools, ubersuggest, serpstat. you can also try publicwww to dig deeper.

the second method is slower but sometimes works—search in google using queries like “domain.com” or just the brand name in quotes, along with main keywords. with some luck, you might spot domains that are linking to your competitor

On Bing webmaster tools, go to the backlinks section to see your website's backlinks, you'll see a tab 'backlinks to any site'. Click on it, then click add. Add the specific competitor you want to spy on their backlinks. Once added, Bing would show their list of backlinks.

If you know what to look for, you'll see the PBN sites if they were crawled, indexed and added to this backlinks list by Bing.

This would not 100% but it's the best you can do.

The reason this works is because PBNs oftentimes don't block search engine crawlers like Bing, if they do it'll defeat the purpose of their networks.
 
You will need to search using a not so popular search engine and hope like hell that they have indexed those backlinks as also the search engine itself is not blocked by the webmaster.
