I'm from balkan too.
Why do you need a place with underdeveloped cyber laws unless you are doing something illegal. Illegal activities online would still be covered by other laws about illegal activity. Bosnia isn't going to let someone go free for committing fraud over the internet, if fraud is already a crime.

Its not going to prevent an extradition or being put on a blacklist of other nations. Also that list is what people believe, not actual corruption rates. A few police pull overs going on with bribes involved with people bitching about it to others is going to make it seem more common than what it is.

So your saying out of all the countries in the world Bosnia will let people do things online that are criminal activities that if done offline are would result in arrest. So if I go and fraud some old people out of money as a door to door conman, Bosnia would put me in jail. However if I phished some old people out of money they will not do anything even if they know about it.

They would try to pin you something probably if you did it like that, trying to mock them. If you hack a bank for example you would be responsible. But small frauds aren't regulated.

With some money in their hands, they will get a beer and laugh with you at the matter. Bosnia is not like most countries, give a policeman with contacts €1000 and you get a legal and legit passport of that country, I have seen it be done. No problem, more beer for the people.

Yeah Bulgaria is in the same boat. However recently a lot of credit card scammers got busted so the rest of them went to small villages in Africa and they continue doing what they are doing without being bothered.
When I was a kid still living in Bulgaria, all of my friends in school were bragging about their RAT victims, phishing attacks and so on.
1 of the kids got caught, the police took his PC, but his father had connections and next day the kid got everything back.
A story from last week: A friend of mine was caught driving faster than the speed limit, the police stopped him ... they asked him: "Hello sir, you know why I stopped you, what are we going to do now ? " My friend gave him 10euro and the policeman said " I wish you a pleasant trip".

So if I go look up Bosnian laws without being there I can't know the laws I just read. However if I moved there I magically understand those laws. Its 2017, a person doesn't have to live in a place to know about the things of that place.
No country ever puts exemptions on online activities because there isn't a new law made mentioning the online activities. They will use existing laws covering the activity. Whether they have the money to hire people and purchase equipment to carry out investigations and try people is another issue altogether, just doesn't mean that its not illegal.
People try this online shit in a few of the Eastern European countries when it comes to taxes, with all claims of online being exempt. They claim because whatever country they are in didn't mention making money online as being taxable its tax free. They forget that its income that is taxed, and making money online is still income. Its also another issue of funding for the tax evasion investigators if they are able to find you or not.

Look mate . How about reading "Sluzbeni glasnik" all editions and years. They contain all law paragraphs. Go translate some, and educate yourself first. I understand that westerns believe everything everywhere is regulated. But reality is different. Bosnia usually copies majority of laws with minor adjustment from neighbor countries like Serbia and Croatia, always lagging behind. Stop with your generic statements.

There is countries where an amount is tax-free, like Malta (EU) where you can earn up to about €9000 without paying tax on it, so the laws are very different.
