Google Keyword Planner- It shows the people search in search engine from the past.
GTmetrix- To examine page speed while web page is loaded.
Hootsuite- Manage accounts of various social media.
Web Developer Toolbar- tool has technical phase of audits.
Keywordtool.io- Generating many long keyword ideas.

I'm not even trying to be funny here. There is no point having amazing SEO tools if you don't know how to use them. You won't rank a website by simply having more expensive tools than your competitor. Figure out what you want to do first, and then look for a tool that automates that task.

TBH, $200 is much low, expand you budget to at least $1k.

Don't invest until you know what your doing. Easy to get caught up in the 'spending bug' and buy a bunch you'll never use

Scrapebox and your brain. That's all you'll need to start out with.
You should make tier 1 links by hand (I have a preference for parasites, look it up) and you can generate plenty of tier 2 links by using packages from both blackhatworld and fiverr until you've built up enough of an understanding to do them yourself. Scrapebox is an irreplaceable asset though, it can help you scrape and sift through thousands of potential links from tier 1 to 3 and sort out the stuff that isn't top quality.

I think it is not a good way to invest money in SEO tools if you have no knowledge about SEO and do not know how to use them.
