OP, if I would be in your shoes, I would sort out the account banning issue with first priority as it seems you do a Sisyphus job. Somehow I feel sorry for the work, time and money you put in.
Why don't you try to restructure your project?
1. Buy proxies from your country that the IP's are geographically matching with your phones/sim that you verify the accounts. Make sure that the proxies are virgin and suitable for Instagram. Furthermore, make sure that IP's are coming from different classes/data centers.
2. Verify all the accounts with phones. First 1 new account per sim/phone. You probably will get old mobile phones for free and they will do the trick. SIM should be free, too but to keep them alive, usually you need to top them up and use the phone at least once within 3 months to 6 months depending on the network provider. Later you can add to the same SIM and IP one-by-one additional accounts but not at the same time and I would not try to go over 5 accounts per sim/phone.
There were websites offering payment for using virtual UK mobile numbers. You got paid like 3pences per minute when someone called you on the virtual mobile number, which you could re-direct to any of your numbers. Text messages arrived by email. However, it got abused to IM just to verify email and social media accounts. I could find anymore one that you could use just for that. If anyone knows a service that still works for that, please send me PM. Thank you.

3. Landing pages. To for each account a separate landing page and if you setup an SEO optimised landing page, you might get over the time some organic traffic. See my comments on

The website is brand new and since two days online. Content on the homepage, silo landing page without supporting articles yet. After few hours, it was at the first position on Bing and Yahoo for the LSI keyword and today it is on 2nd position on Google for same LSI just after Wikipedia. Other related keywords are starting to be ranked, too. I have not built any other links. I just added a supporting article today with 1000 words. I am sure that way you will get additional organic traffic over the time.
You can get the first year free domain, even dot.com, with very cheap or free hosting. If you don't' need it anymore after a year, just let it expire. If it brings money, renew it. Use different hosting companies. This will avoid another digital footprint and might have later the benefit for backlinks to a big money website of yours if needed or you can build mini authority websites and sell backlinks. As you can see, there are endless opportunities out of your project.
4. Find a way that visitors to your landing page do not get upset and might report you for cheating with false giveaway promises. Find another angle to get as many followers to your landing page.
5. Avoid commenting as it takes just one person to report you for spamming. Reduce follow/unfollow strategy slightly and do more photo/video likes.
6. Do proper profile with profile picture, profile description and add at the beginning several images and over the time add from time to time additional photos that it looks like a real person rather a bot.
7. Run the bot(s) with breaks to simulate a sleeping pattern. Try to avoid completely fixed patterns such as following per day exact 200 people and unfollowing exact 200 people etc. Do setup for each account slightly different, especially the ones on the same phone/sim/IP
8. Start with the likes, follow/unfollow, commenting if you do slowly with new accounts and increase it over times when your accounts get more mature.
This way you can grow your accounts and additional revenue streams might come in the future. However, it will hurt you emotionally more, when one of the big accounts gets hit and banned.
