If this is a new site without any back-links, will the site get a penalty for over-optimisation if you use the keyword on all 20 posts point to the site?

2. No. We didnt see any problem with our customers sites but if you dont have enough keywords diversity you can buy other service for diversity (blog comment, web 2.0 etc.)
