Absolutely it is perfectly safe for money sites; in fact you can choose whether the site is new, seasoned or ancient and the system will adjust how the links are actually built as part of that option.

I want to order this service next month, but I have one more question, if I set a campaign for one URL at first month, may I change the URL next month? Since I would like to try this service on one of my site at first, if it really works, I will use it for my new money site.

Yes, you can change up the url(s) every month with no issue at all. It will take you all of about 3 minutes to do once you sign into your account dashboard.
For my sites, I generally don't care if the article is related as almost anything can relate to anything else in some manner, and the content is merely camouflage fodder anyway. You can open a ticket though and we can see about making some adjustments for you though if you want as Kevin may have a way around that for you.

The links you would receive are not all pointed to your site. In fact there is an option to tick off a button to let us know that your site is new and the configuration would have even less direct to your site.
We are SEO guys, have been in business together for over 5 years in a variety of ventures and none of them are the churn and burn/slam your site/crap up the backlink profile of a site types.
Any backlinking you get that is not generated by an outside, dispassionate source is considered "blackhat" so in that sense it is BH but in reality this is a pretty clean service offing a quality product that is designed to be a part of a long term SEO process for a long term ranking site.
