I have one limited account in paypal with some money...

I got one email from them some days ago with :

Your account has been limited for more than 45 days. It will continue to be limited but you now have the ability to withdraw funds.

I live in eastern europe, when i go to withdraw the money i have 2 options, to my card or to a bank acount USA only.

On my card dosent work cuz it says my account is limited - and i dont have the papers they ask me.

My questions, it will work one a USA bank account? If yes how can i get one ?
