question on the OP. what happens when the card associated to the paypal account expires?

It will not affect your paypal verification, just you cannot purchase from the seller who insist to receive only payments from the paypal accounts who have card associated.

I have a paypal account that has been limited for 21 days. I have about 1500 dollars I received in it. I had added a bank account there but it got unlinked. So for now I need a new bank account where I can make sure the name of the VBA would be same like my paypal account. Then is they a possibility to by pass the 21 day pending balance thing ? its not really a limit but I have to wait for 21 days. I think if I add bank account and other kinda documents they would be a way out for me.

I think you are referring to the 21 day hold on new accounts. This is not a limit - it applies to all new accounts and as far as I know there is no way to circumvent it. The only thing you can do to reduce the hold is shipping fast (if you sell on ebay) and uploading tracking info to PP.
