What's the starting price for WP sites? I require a minimalistic responsive design. Nothing too elaborate either, just maybe five pages, not sure yet.

I've used these guys in the past and they do great work. I need a quote for converting a wireframe mockup of about 3 pages, into a design. I need a quote for just the design and one for coding the design to a standard responsive HTML website.
 
I assume that these are made with illustrator and your provide ALL of the files (to included .jpg and illustrator). Is this a correct assumption?
