The account is registered in Slovenia

they ask for credit card, and proof of address

i just want to withdraw, - i have the option to withdraw, but i don't live in slovenia, and therefore i don't have a slovenian credit card on my name on my address.

Apparently, I lost the card and cant get the rest of the card numbers..any solution for this mess? mean like do you know someone at paypal who can help us fix this i.e withdraw the remaining balance Asap without having to close the account?
