Sure, so as I said, SEO is all about connections. HQ partners are simply other webmasters that you are partnered with who can give you a platform to make a new relevant connection from. The reason this makes it expensive is because you are paying for exclusivity; no one else or only a small number of other people will have access to these places, so when a business uses your services you are giving them access too, which obviously comes at a price. HQ partners own very authoritative websites, some will be recognizable names. When I say 'HQ' I mean it, not a crappy PBN but real respected websites..
Just bookmarked this because I learned a lot today 
It seems too easy to get burned and because SEO services cost so much and if you google for reviews you will most likely see payed reviews.
If someone knows where I can find the golden list of companies that fit the above criteria please let me know

Hi,
Im into social media, my accounts are getting bigger any day (instagram)
In between 3-4 months i want a site up, so i can lead my instagram followers to my site, the only problem is : I dont know anything about building a website so i need to hire someone who is 10 hours a day ready to answer my questions and is willing to help me build my site.. Will pay as much as is needed for it ofcourse..
So i'm paying for everything.
- host, designer, work hours etc etc
Just dont know where to start..

It means the Original Poster (the person who started the thread) and it can also mean the Original Post.
You might want to look into wordpress themes first. Usually, the websites that most people need don't need to be custom designed.
