Don't do 301 as it will pass on the penalty as well. Just drop the domain & start with a new one.

Deindex the site.Have someone to rewrite all the articles for you,add in 5-10 % more different articles (of course based on your niche).For example if you have 100 articles on the penalized site and you want to use all of them,you should add in 5-10 more articles.Use different theme/design and permalinks.Post the articles in different order compared to your penalized domain.

I would say it's best just to shut this one down and move onto the next one. Every time I build a website like these I always have backups already started that can replace the one that got hit. It's generally a good practice to do it this way, it saves you a bunch of time and wasted effort.

Start a new domain and focus on repairing the penalized domain. It's not like you cannot get a penalty removed. Heck it's cheaper to repair the domain and recover the rankings than starting over in most cases.

Doing 301 will flow the penalty to your fresh site as well, so never do that for good sake. Write great unique contents and have a good start with the new one. Stay focused in building high quality relevant backlinks to gain visibility in search engines.

I am 100% sure that the penalty does not always flow through to the site at the other end. Worth a shot.

This is because 301 will pass on the penalty to the new domain. 301 to be avoided in such cases.
Furthermore, 301s have very bad reputation these days.
Currently having the same issue - point is that the site is way to valuable to just "shut it down" and create a new one. It's for an offline business and has plenty of other traffic sources. I still would like to try to get it back ranking.
