Yeap, even i am seeing increase in SERPs just by doing Directory submission (on PR 1 to PR 9 only) for my new site which is just 2 months old!I noticed that you mentioned sites with directory links were all dead in your analysis, however I would like to mention that I have a money site with mostly directory links that has been around for about 3 months and it has not been affected at all. I have seen nothing but increases so far on my sites. Of course all my sites are pretty new, however a lot of other people with new sites were hit.
Additionally I have built 95% of my links to be brand and exact match to my domain, another 4% were naked and the remaining 1% was money terms. And none have been hit at all. Not sure if any of you who were hit built at this ratio, but this is just what I have found thus far on my own sites. All I have seen thus far is upward movement. No downward at all. Additionally my onpage SEO have my targeted phrases maybe twice per article and in some cases none.

I met one dude that works for an seo company that does the seo for one of the sites, and I asked him about Penguin.
You know what his answer was?
What Penguin?
He thought Penguin was something that rolled out once, never knew there was a refresh or a Penguin 2.0.
Directories were medium quality to good quality. PR3+ sites with DA of 30+ in most cases requiring manual review and paid options.
Man, my anchor text ratio is 1-2% density and I was warned by Google about spamming keywords.
Don't know what logic they use now?
