this is possible... BUT, there are many things you should know about internet before to start your journey...yeah you can do that, you can fake the UV's with private proxy's, socks etc, will gonna work, but you will be caught and you will get banned.
you don't need to hire c++/c# developers for what you need, just ask you best friend Google how to automate stuff. Just don't invest your time and money in something that will fail.

meh.. I think it can work but take into account a lot of networks review the leads. If a client complaints that the leads seem fake and you attempted to scam them you can get in a lot of trouble
