If you need to verifiy your paypal account you can use any country like UK Australia ...

I mention it within my post.Well the best country is USA, as only USA citizens get the Paypal debit card.
Your title should be: What's the best paypal country (besides USA)
If i make a account at India or Philippine, will i face any problem of payment/transition. Because if those two country PP's will get limited,i can find many people from freelancing website for remove it(by address variation). What you guys say ?

Asian countries looks good for paypal you can just verify it with a vcc and start using.

Dont Open From India,here we have 500$ recieveing limit.
and actually you cannot as you will be requiring Indian PAN card number.

I think i need your help. Can $500 for one time payment or full month ? And i think i can figure out with PAN card. I have account at elance & Odesk and i can hire anyone for their ID/PAN card. Then will it create any problem ? I saw only one problem is IP, None of VPN offers Indians IP. Waiting for your response.

Reasons why an Indian PP is bad:
1. The receiving limit is $500 for an entire month
2. You cannot use you PP balance to pay for services or to send to other PP accounts. You can only withdraw it to your Indian bank account.
I myself am stuck with Indian PP and looking for greener pastures. AFAIK even US,UK,CA can't be verified with VCC alone.
Returning to the original question:
Please somebody tell name of a country where PP verification can be done by VCC and after verification we can use it to send it to other PP accounts.
The question is not which country is the best for PP, the question is which country is easy on verification.

I think it is the USA as the main currency will be US dollar - no conversion charges and there will be no silly receiving and sending limits.

I did make a couple of Polish accounts using HMA and a few private proxies about a year ago. I was able to get grocery store vcc's with bank accs from Poland and they worked like a charm. Once it got limited and I gave them a fake utility bill in polish and they lifted the ban too...
