The only way out is to deduct the given reps from the rep'ers account. Deduct double if it is neg. Then the nonsense will really stop.

this thing is discussed several times already , but problem is how to handle that fucking issue...

Mods are already super busy , they are not able to track all the reps given in a day and judge if rep given is right or wrong ...
