I dont know but almost all of the seo specialist that I know doesnt offer guaranteed #1 result. We can improve your current ranking but not always on #1..

Some offers rank improvement or sometimes page 1 rankings only..

I'd say it might be possible at $800/month for 10-12 months.

I don't know any black hat techniques so I can't help you on that.

But there's a lot of good seo services on bhw so go look around and see which one you would like to try. If you manage to find a good service, it probably would take 4-5 months to get ranked on the first page and it would probably cost about $200 a month (estimate).

I'd definitely recommend you to tackle something with much lower competition though. It's very risky going for big keywords because google can't be predicted and it can penalize your site during your campaign. Not only that, but top 10 rankings is no where near as good as top 3 rankings. And you probably can get #1 much easier for low competition keywords.

Anyone who can guarantee ranking your keyword can just as easily guarantee it for themselves. You cannot pay them as much as they would make doing it themselves. So literally you're asking for something that doesn't exist, its like asking for someone to give you $10 and you'll gladly pay them $7, doesn't make sense.

Do what everyone else does who doesn't know how to rank themselves, buy link services by making educated guesses and hope for the best.

I agree with this, you pay someone and they will just run away with it, this has happened with me before. Check the itraders and age of the member on this forum. Do not deal with person will less then 20 itraders or chances of getting scammed are very high.

Everything is relative. $50 can be a huge amount for some people. 1 million dollars can be a small amount for some people.
And yeh I forgot to say, for $800 you wouldn't be guaranteed page 1 rankings, but that's where I believe you can get if your buying the correct service. I paid $350 (175/month) to get a moderately competitive keyword to page 1 - they were a mixture of high PR blog commenting, social votes, web 2.0 tiered link building and profile links so I think it would be possible to get that keyword to page 1 with $800-$1000 budget.

It is not to do with what is a lot for some and what is not for others, it is to do with the kind of price you would pay to rank a high competition keyword. It is like saying I spent a fortune on a Ferrari and someone says how much and you say $800. No matter what your income is, $800 for a Ferrari is not a fortune.
