Strong backlinks are the ones coming from high PR relevant pages with low OBL, the ones that come from authority sites, and the ones that are do-follow and contextual.

You got your answer right there - as long as the links fit that description, it doesn't matter whether they come from social bookmarks, articles, guest posts, etc.

There is no way you can get one. A strong backlink is the one that you obtain from PR 6 or 7 or more. For instance, metacafe dot com is one such link. If only your site has a link from there, then you have the easy path to having a strong backlink.
